      <title>Beyer Demands Speaker Johnson Reconvene House as Trump Escalates Sick, Murderous Threats</title>
      <description>&lt;p&gt;Congressman Don Beyer (D-VA) today released the following statement after President Trump announced his intention to further escalate the conflict in Iran and explicitly commit war crimes by targeting Iranian civilian infrastructure:&lt;/p&gt;
&lt;p&gt;&lt;span style="color: black;"&gt;“My Republican colleagues in Congress continue to abdicate their duty and turn a blind eye as the President makes unhinged threats to obliterate an entire civilization in clear violation of basic human decency and American ideals. This is a moral failure and cowardice of the highest order. Speaker Johnson must bring the House of Representatives back into session immediately to reclaim its constitutional authority, serve as a desperately needed check on this increasingly erratic president, and vote on a War Powers Resolution to put an end to this madness at once.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;“For decades, across both parties and all three branches of government, we have collectively failed to rein in the expansion of presidential power. Authority that the Constitution explicitly entrusted to Congress has steadily been ceded to the executive, eroding one of the most fundamental checks in our system. The Supreme Court compounded this failure by granting sweeping immunity to the President, further insulating the office from accountability. Today, that unchecked power rests in the hands of an immoral and unwell man&amp;nbsp;willing to wield it recklessly, and the world is holding its breath.&lt;/p&gt;
&lt;p&gt;“We have missed multiple opportunities to stop us from careening down this awful path. Senate Republicans confirmed a longtime advocate for war crimes and war criminals to be Secretary of Defense, despite his manifest unfitness for the job. Congress&amp;nbsp;failed to stop unlawful boat strikes in the Caribbean that have killed dozens,&amp;nbsp;many of them innocent fishermen, and in doing so allowed a dangerous precedent to take hold. When my colleagues who served in uniform sought to remind their fellow servicemembers of their duty to oppose illegal orders, the administration's response was to attempt to prosecute and sanction them.&amp;nbsp;The message from Secretary Hegseth and President Trump has been a clear and consistent endorsement of impunity for criminal acts under the color of our flag.&amp;nbsp;And Republicans in the House and Senate have pulled out all the stops on multiple occasions to defeat War Powers Resolutions that would have stopped this war.&amp;nbsp;Now, the President is emboldened and untethered from consequences. He is escalating threats that, if carried out, would constitute egregious war crimes committed on behalf of the United States government and the American people. This moment demands urgent congressional intervention.&lt;/p&gt;
&lt;p&gt;“The American people are under no illusion about the gravity of this moment. They know this is not normal, not justified, and not making us safer. They expect their elected representatives to decisively act, not retreat into silence out of blind allegiance to the President.&lt;/p&gt;
&lt;p&gt;“The House cannot continue to stand idly by as this crisis deepens. I again call on Speaker Johnson to immediately bring the House back into session&amp;nbsp;and ensure that this President does not further dishonor our country by carrying out this blatantly illegal and immoral threat.”&lt;/p&gt;</description>

&lt;p&gt;“A year ago, President Donald Trump stood before the American people to declare “Liberation Day,” an expansive tariff regime he promised would revive American manufacturing and usher in a new economic “golden age” for America. Instead, Trump’s reckless and chaotic trade war has delivered exactly what many warned it would: a self-inflicted economic disaster that is crushing American families and businesses.&lt;/p&gt;
&lt;p&gt;“We were told that this massive tax hike would somehow lower prices for Americans and foreigners would pay the costs. Like with most Trump promises, this did not happen. The tariffs forced Americans to pay more for everyday essentials as companies passed along the costs, from groceries to household goods. According to estimates from a&amp;nbsp;&lt;a href="https://www.jec.senate.gov/public/_cache/files/4836e257-91a5-426b-95bb-3e575a855f5b/jec-fact-sheet-on-cost-of-tariffs-for-families-2026.pdf" data-auth="NotApplicable" data-linkindex="1" title="https://www.jec.senate.gov/public/_cache/files/4836e257-91a5-426b-95bb-3e575a855f5b/jec-fact-sheet-on-cost-of-tariffs-for-families-2026.pdf"&gt;Joint Economic Committee analysis&lt;/a&gt;, families could wind up paying more than $2,500 each in tariff costs in 2026.&lt;/p&gt;
&lt;p&gt;“Trump also assured us that the tariffs would lead to an economic boom. Unsurprisingly, this did not happen either. Over the last 12 months, U.S. tariff policy changed more than 50 times, with rates going up and down depending on the President’s mood and his endlessly shifting set of grievances, making long-term planning and investment next to impossible. Companies across the country are scaling back hiring in the face of this mounting uncertainty or going out of business entirely, with small business bankruptcies rising 10% since last year and corporate bankruptcies increasing to their highest levels since 2020. The U.S. economy has, on balance, lost a total of 19,000 jobs in the last year. And instead of ushering in a manufacturing revival, Trump’s tariffs have worsened a months-long slide in blue-collar employment. Manufacturing employment has declined nearly every month since ‘Liberation Day,’ with factory activity contracting for months as businesses pull back in response to these tariffs.&lt;/p&gt;
&lt;p&gt;“The President’s trade agenda has failed on its own terms. It failed to boost manufacturing, failed to reduce the trade deficit, and failed to deliver relief to working Americans. And yet, as Americans pay more for groceries, electricity, housing, and health care, my Republican colleagues in Congress continue to stand by and refuse to rein in these catastrophic tariffs.”&lt;/p&gt;</description>

      <title>Beyer, Lawler, Jacobs Introduce Bipartisan Legislation to Promote AI Foundation Model Transparency</title>
      <description>&lt;p&gt;U.S. Representatives Don Beyer (D-VA), Mike Lawler (R-NY), and Sara Jacobs (D-CA) today introduced the&amp;nbsp;AI&amp;nbsp;Foundation&amp;nbsp;Model Transparency Act, landmark bipartisan legislation to establish transparency requirements for how artificial intelligence (AI) foundation&amp;nbsp;models are built, trained, and deployed.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Foundation&amp;nbsp;models are trained on vast and diverse datasets and power many of our generative AI tools, including chatbots like ChatGPT, Claude, Gemini, and Grok. Despite the growing influence of these tools, information about what data these models are trained on or how these models have been trained and tested is generally not available to the public. These&amp;nbsp;models can produce inaccurate, imprecise, or biased responses due to limitations/biases in the model’s training data or how the model was trained. This can have adverse real-world impacts when models are used in high-impact areas including health-related&amp;nbsp;AI&amp;nbsp;inferences, loan granting, federal grant approval, housing approval, or law enforcement.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The&amp;nbsp;AI&amp;nbsp;Foundation&amp;nbsp;Model Transparency Act would direct the Federal Trade Commission (FTC) —&amp;nbsp;in consultation with the National Institute of Standards and Technology (NIST), the Secretary of Commerce, and the Office of Science and Technology Policy (OSTP) —&amp;nbsp;to set standards for what information high-impact&amp;nbsp;foundation&amp;nbsp;models must provide to the FTC and what information they must make available to the public. Information identified for increased transparency would include a sufficiently detailed summary of training data used, how the model is trained, and whether user data is collected&amp;nbsp;during use.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The information provided in this bill would both be useful for consumer protection, and for artists and creators who otherwise have very limited insight into training data —&amp;nbsp;addressing widespread concerns about AI from businesses and individuals alike.&lt;/p&gt;
&lt;p&gt;“Artificial intelligence&amp;nbsp;foundation&amp;nbsp;models commonly described as a ‘black box’ do not inherently give consumers the tools to understand why a model gives a particular response. Giving users more information about the model—how it was built and what background information it bases its results on—would greatly increase transparency,” said &lt;b&gt;Rep. Don Beyer&lt;/b&gt;. “This bill would help users determine if they should trust the model they are using for certain applications, and help identify limitations on data, potential biases, or misleading results. When a model’s bias could lead to harmful results like rejections for housing or loan applications, or faulty medical decisions, the importance of this reform becomes clear and very significant.”&lt;/p&gt;
&lt;p&gt;“This is about accountability and getting ahead of a rapidly evolving technology before it outpaces common-sense guardrails,” said &lt;b&gt;Rep. Mike Lawler&lt;/b&gt;. “As the general public interacts with AI every day, whether they realize it or not, Americans deserve to know how these systems are built, what data is being used, and where the risks are. Transparency is the foundation for trust, and if we’re going to lead on innovation here in the United States, we also have to lead on protecting consumers, safeguarding our national security, and making sure this technology is used responsibly.”&lt;/p&gt;
&lt;p&gt;“Trust will decide the global AI race – separating the countries and developers that earn it from those that don’t. That’s why I’m proud to co-lead the AI Foundation Model Transparency Act, which will help build trust in AI by requiring clear, upfront information about how foundation models are trained, tested, and operated,”&amp;nbsp;said &lt;b&gt;Rep. Sara Jacobs&lt;/b&gt;. “Transparency is the first step toward detecting and addressing potential harms, assigning responsibility, and building confidence in systems that are rapidly shaping our lives as well as our economy and national security.”&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The&amp;nbsp;AI&amp;nbsp;Foundation&amp;nbsp;Model Transparency Act would:&lt;/p&gt;

    &lt;li&gt;Direct the FTC, in consultation&amp;nbsp;with NIST, the Secretary of Commerce, and OSTP, to&amp;nbsp;set transparency&amp;nbsp;requirements for&amp;nbsp;foundation&amp;nbsp;model deployers by asking them to make certain information publicly available to consumers;&lt;/li&gt;
    &lt;li&gt;Direct companies to provide consumers and the FTC with information on the model’s training data sources, model training mechanisms and capabilities, and whether user data is collected in inference; and&lt;/li&gt;
    &lt;li&gt;Protect small deployers and researchers, while seeking responsible transparency practices from our highest-impact&amp;nbsp;foundation&amp;nbsp;models.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;The legislation has been endorsed by Americans for Responsible Innovation, SAG-AFTRA, and Mental Health America.&amp;nbsp;&lt;/p&gt;

      <title>New Dems Hear from Small Businesses on the Harmful Impacts of Tariffs</title>

&lt;p&gt;Vice Chair Carbajal and Rep. Members and stakeholders also discussed the pain Trump’s tariffs have inflicted on small businesses, including how the Trump administration continues to impose tariffs despite the recent Supreme Court ruling and the Administration’s unclear plan to refund illegally collected tariffs. Last month, New Dems sent a &lt;a href="https://newdemocratcoalition.house.gov/media-center/press-releases/new-dem-members-call-on-trump-admin-to-refund-his-illegal-tariffs-ahead-of-state-of-the-union"&gt;letter&lt;/a&gt;&amp;nbsp;to the Administration demanding answers and transparency on the refunds process.&lt;/p&gt;
&lt;p&gt;Additionally, stakeholders shared ideas for what New Dems can do to create smarter, more durable trade policy that helps small businesses.       <title>Beyer, Norton, Thompson Demand NPS Halt Removal of Critical Commuter Bike Lanes</title>
      <description>&lt;p&gt;Congressman Don Beyer (D-VA), Congresswoman Eleanor Holmes Norton (D-DC), and Congressional Bike Caucus Co-Chair Mike Thompson (D-CA) led a group of House Democrats in demanding that the National Parks Service (NPS) immediately halt or block any plans to remove the two-way protected bike lane running from the Tidal Basin to Constitution Avenue, a vital commuter route for DC-area residents.&lt;/p&gt;
&lt;p&gt;In a letter addressed to NPS Acting Director Jessica Bowron, Members noted that removing the bike lanes will limit transportation options and increase danger for cyclists, pedestrians, and cars alike. Members also stressed the need for immediate action with the National Cherry Blossom Festival and America 250 celebrations approaching, both of which are readily accessible through the bike lanes.&lt;/p&gt;
&lt;p&gt;“The bike lanes are part of a broader safe cycling corridor along 15th Street. Those lanes are an essential travel route for commuters from Virginia, D.C., Maryland, and visitors across the country, who rely on them to access jobs, NPS sites along the National Mall, and the Capitol complex,” &lt;b&gt;wrote the Members. &lt;/b&gt;“Allowing or actively working to remove these lanes will reverse a decade of improved bike access to those sites and intentionally cut off public access to their elected representatives and public lands.”&lt;/p&gt;

Dear Acting Director Bowron:&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;We write regarding reports that the National Park Service (NPS) will be participating in,&lt;/i&gt; &lt;i&gt;facilitating, or allowing the removal of the two-way protected bike lane on NPS land from the Tidal Basin to Constitution Avenue. That removal cannot proceed.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;NPS must immediately reverse course and stop the removal of the bike lane. Failing to do so would indicate that NPS is either refusing to responsibly administer its D.C. lands, or that it is unable to protect those lands against interference from other federal agencies. In either case, NPS must act to protect transportation access to our nation’s capital, recreation access ahead of the National Cherry Blossom Festival, and safety for all road users.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;The bike lanes are part of a broader safe cycling corridor along 15th Street. The D.C. Department of Transportation has found that the bike lane corridor reduced bike crashes by 69%, crashes causing injuries by 52%, and all crashes by 46%. Ahead of America 250, removing one of the safest and most convenient ways of accessing historical NPS sites along the National Mall will make the celebrations less accessible and more dangerous for all visitors.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;According to posted signage, construction on the Ohio Drive portion could begin as early as&lt;/i&gt; &lt;i&gt;today. It is imperative that NPS immediately take action to responsibly steward its own lands and stop the removal of this essential transportation corridor.&lt;/i&gt;&lt;/p&gt;

      <title>Rep. Don Beyer's FY27 Community Project Funding Requests</title>
      <description>&lt;p&gt;The House Appropriations Committee announced that they will be accepting Community Project Funding (CPF) requests from Members for Fiscal Year 2027. Each Member is limited to no more than 20 community project funding requests   across all subcommittees and there is no guarantee that all requested projects will be funded.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
Submissions for Community Project Funding requests were&amp;nbsp;due by Friday, March 6, 2026.&lt;/p&gt;
&lt;p&gt;Please note:&lt;/p&gt;

&lt;p&gt;The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.&lt;/p&gt;

&lt;p&gt;&lt;b&gt;The Working Americans’ Tax Cut Act implements a tiered surtax on millionaires.&lt;/b&gt;&amp;nbsp;The bill applies an additional 5 percent tax to the first dollar an individual makes over $1 million and the first dollar a married couple earns over $1.5 million annually; an additional 10 percent tax to the first dollar an individual makes over $2 million and a married couple makes over $3 million annually; and an additional 12 percent tax to the first dollar an individual makes over $5 million and a married couple makes over $7.5 million annually. This surtax would apply equally to wages and salaries as well as to capital gains and other investment income. The Yale Budget Lab has estimated that&amp;nbsp;&lt;b&gt;this surtax would impact 615,000 tax filers and raise $1.46 trillion over ten years.&amp;nbsp;&lt;/b&gt;&lt;/p&gt;

        &lt;li&gt;These exemptions will also phase out at higher rates, with heads of households making between $64,400 and $112,700 a year and married couples making between $92,000 and $161,000 a year receiving a tax cut under this legislation. For example,&amp;nbsp;&lt;b&gt;a family of four who earns $95,000 would typically receive a tax cut of approximately $&lt;/b&gt;&lt;b&gt;6,000&lt;/b&gt;&lt;b&gt;&amp;nbsp;&lt;/b&gt;&lt;b&gt;&amp;nbsp;due to the cost-of-living exemption.&lt;/b&gt;&lt;/li&gt;

&lt;p&gt;According to an analysis by the Institute for Taxation and Economic Policy, nearly 130 million people, including over 25 million children, would receive a tax cut through this legislation.&lt;/p&gt;
&lt;p&gt;“Working people are one medical bill, one car repair, one bad break from not making rent,”&amp;nbsp;&lt;b&gt;said AFL-CIO President Liz Shuler.&lt;/b&gt;&amp;nbsp;“They are working longer hours than ever and still struggling to put food on the table, while paying more in taxes than the billionaires. As we continue to fight for universal affordable health care, universal child care, and livable wages, the Working Americans’ Tax Cut Act is an important step toward getting working people some real relief.”&lt;/p&gt;
&lt;p&gt;“The Working Americans’ Tax Act is one of the most important concrete actions Congress can take to ease the squeeze on working families. Right now, workers can’t pay the bills. Their wallets are being drained by a severe affordability crisis caused by the current administration and aggravated by the ‘Big, Ugly Bill’, which doubled down on tax cuts for billionaires, while stripping healthcare and nutrition assistance away from everyone else. This long-overdue legislation puts cash back in the pockets of millions of Americans who are being forced to choose between paying the rent and putting food on the table.
