Statement of Egypt Human Rights Caucus on the Biden Administration’s Withholding of Military Aid for Egypt over Human Rights Abuses

“We applaud the administration for sticking to its clear and time-constrained human rights conditions on military assistance for Egypt and reprogramming all $130 million in suspended aid—just as we had urged. While the Egyptians released a few high-profile political prisoners, they clearly did not satisfy the full list of requirements provided by the administration. There’s a clear message here:  if you refuse to heed repeatedly expressed American concerns, it will impact the policy of the United States. This leaves the Biden administration with a game plan for future tranches of security assistance for the Egyptians:  Set clear, achievable human rights objectives with the Egyptian government well in advance of budgetary deadlines. And do so in line with Congressional intent and in consultation with Congress.  

“The administration’s reprogramming acknowledges the grave abuses Egyptian citizens face and the American national interest in encouraging reform. We hope the President’s acknowledgment of the problem, and willingness to withhold at least some aid, will spur a deeper debate about the value the American taxpayer and the Egyptian people get from gifting $1.3 billion in weaponry to Egypt’s military-run regime. As stewards of taxpayer dollars, we will continue to press for directing our limited resources to governments whose values and actions align with our national interests.”
