Chairwoman Rosa DeLauro announced that the House Committee on Appropriations will be accepting Community Project Funding (CPF) requests from Members. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees for Fiscal Year 2023 and there is no guarantee that all requested projects will be funded.
Please note:
- Congressman Beyer will NOT accept CPF requests for projects outside of VA-8.
- All projects must meet the relevant statutory and administrative criteria for funding through the grant program under which it is submitted.
- A request submitted to Congressman Beyer does NOT guarantee the project will be selected.
- The selection of a project does NOT guarantee it will be funded by the Appropriations Committee.
Eligible Entities & Projects
Only state and local government entities, public institutions, and non-profit entities are eligible to submit and receive CPF funding. Funding cannot be directed to for-profit entities and will not include waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY2023 only and cannot include multi-year funding requests. The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.
Note: Rep. Beyer previously made 10 community project funding requests for FY22, all of which were fully funded by the Consolidated Appropriations Act of 2022. A list of those projects is available here, with more details here.

Request explanation: The Alexandria Community Food Resource Center. The funding would provide for the acquisition of a space for a permanent Alexandria Community Food Resource Center to alleviate suffering caused by food insecurity, ensure a ready supply of food for emergencies, provide a warehouse facility to keep food ready and safe to eat, and a create a safe space for people to access food.

Request explanation: Integrated Gray/Green Infrastructure for Public Streets. I am requesting $1 million on behalf of Arlington County for integrated gray/green infrastructure projects, which will be installed in the Gulf Branch watershed downstream of Military Road, and in the Lower Long Branch Watershed on S. Walter Reed Drive Corridor (collectively, the Project). The Project is part of a full-range approach to stormwater management, including integration of gray infrastructure, (culverts and below-surface stormwater infrastructure) with green infrastructure (nature-based solutions). The Project will treat and store polluted stormwater runoff, reduce impervious coverage, and mitigate climate vulnerability.

Request explanation: Sanitary Sewer Interceptor Pipe Rehabilitation – Columbia Pike/ Sparrow Pond section of the Four Mile Run Interceptor. I am requesting $2 million on behalf of Arlington Country for the rehabilitation of 5,876 linear feet of the 30-inch diameter sanitary sewer interceptor pipe from US Route 50 (Arlington Blvd) to Columbia Pike (Sparrow Pond Relining). The subject large diameter wastewater sewer was constructed through the Four Mile Run stream valley in 1975 and serves parts of the City of Falls Church and Fairfax County, as well as the entire East Falls Church neighborhood.

Request explanation: Sanitary Sewer Interceptor Pipe Rehabilitation - Rosslyn Area of Potomac Interceptor. I am requesting $1.68 million on behalf of Arlington County for the rehabilitation of a 2,906-foot section of a large diameter (ranging from 33-inch to 36-inch) interceptor wastewater sewer via trenchless lining to support continued growth in the Rosslyn area. The subject sewer was originally constructed in the 1930s. It was most recently inspected in 2017 and many sections were deemed to require immediate rehabilitation due to structural deficiencies which allow for significant infiltration and inflow and could lead to structural failure.

Request explanation: Oakwood Senior Residences – Exterior Amenities. I am requesting $1,498,593 on behalf of the Arlington Partnership for Affordable Housing (APAH) for this project, to complete the design and implementation of exterior amenities at Oakwood Senior Residences. The project will do a lot to provide safe, high-quality homes for low-income seniors, and the indoor facilities will host gathering spaces for them to access programming and to socialize. However, there was not sufficient funds available to include outdoor amenity spaces at the building. To meet this critical need for outdoor gathering space, APAH requests Community Project Funds to design and construct exterior amenities on the large greenspace behind the project’s main building. The added areas will activate the outdoor space by providing zones for programs to enrich the living experience of our elderly community. It also offers a COVID-safe space for social interactions.

Request explanation: Alexandria City AHDC Arlandria Housing+ Project. I am requesting $1.5 million on behalf of the City of Alexandria for a multi-phase, mixed-use project that will combine 475 units of affordable housing (417 rental apartments affordable to households at 40 to 80% of the area median income (AMI) and 58 condominium units affordable to first time homebuyers with incomes up to 80% AMI) with ~40,000 SF of neighborhood-serving commercial and retail space, proposed to include existing small businesses, affordable daycare, pre-K programs, a medical and dental clinic, a workforce training program and cafe, nonprofit offices, and City flex space to bring workforce development, social services and landlord tenant services, as well as community meeting space, to the neighborhood.

Amount of request: $1.12 million
Request explanation: Notabene Drive, Four Mile Rd., and Old Dominion Blvd. Flood Mitigation Project, Arlandria. I am requesting $1.12 million on behalf of the City of Alexandria for this project for a shovel-ready, priority “spot improvement project,” which is in an equity area of the City currently impacted by frequent, recurrent flooding events, where federal funding would significantly assist in the acceleration and execution of this project. Storm sewer systems in this neighborhood in Arlandria were designed and installed, in some cases, more than a century ago and as such do not account for changes in climate now effecting the local weather patterns which form extreme rainfall events precipitating flash flooding on an alarmingly frequent basis. The project proposes to install about 660 linear feet 42-inch pipe to replace the existing 24-inch pipe to provide additional capacity to the storm sewer drain excess water runoff and prevent water from inundating adjacent private properties.

Request explanation: Full Deployment of Body-Worn Cameras In the Alexandria Police Department. This effort will allow for the strategic deployment of body-worn cameras on Alexandria Police Department officers, with an initial focus on high-impact shifts and high-need areas. While the City of Alexandria has a quality, accredited police department with quality, trained, professional police officers, body-worn cameras are commonly accepted by the law enforcement field and the general population as one methodology to improve policing and community perceptions of policing. The use of body-worn cameras is part of the City’s efforts to improve trust and credibility and increase accountability and transparency with regard to policing in the community.

Request explanation: Multimodal Transportation Infrastructure Improvements. I am requesting $1.5 million on behalf of the City of Falls Church for this project for repair, enhancement, and/or construction of the following types of facilities: bridges; sidewalks; crosswalks; pedestrian signals; mid-block pedestrian crossings; lighting; bicycle signs and signals; bicycle lanes and shared-use lane markings; bicycle parking; traffic calming; traffic monitoring; multimodal transportation management programs (i.e. Capital Bikeshare), improvements or capital; and trails. Request explanation: Green Vehicle Fleet Upgrade and Replacement. This would facilitate new vehicle purchases of electric and hybrid vehicles and chargers to modernize, upgrade, and continue the City of Falls Church’s transition to a greener fleet. Specifically, the City would upgrade its Public Works fleet with electric and hybrid vehicles and install chargers at the Robert L. Goff Property Yard located at 7100 Gordon Rd. Additional fleet vehicles are a net energy savings due to eliminating fossil fuel vehicles and utilizing smaller more efficient vehicles where appropriate to position function. This will result in reduced energy costs as well as greenhouse gas emission since transportation is largest contributor in Northern Virginia therefore outcomes benefit the residents and businesses within the City of Falls Church and 8th Congressional District.

Request explanation: The Lee District Community Center Facility Renovations. The Lee District Community Center is located centrally within an underserved, marginalized urban community of color and the requested funding will facilitate improvements to ADA accessibility and help create additional multi-use spaces to conduct programs. With these improvements, the Community Center will be better equipped to provide a wider array of services that will ultimately develop the community and improve their self-sufficiency and economic mobility through programs such as education, employment, child care, community and economic development, and health and nutrition.

Request explanation: Mental Health Crisis Stabilization Program Expansion. This request will expand capacity at an existing crisis stabilization program. The funds will be used to add on to the building the program uses in order to provide capacity for up to 16 23-hour beds. Request explanation: Envision Route 7 Bus Rapid Transit (BRT). I am requesting $2 million on behalf of the Northern Virginia Transportation Commission for this project, to complete the planning and National Environmental Policy Act (NEPA) analysis to prepare the Envision Route 7 Bus Rapid Transit project for design and construction. The Envision Route 7 BRT will provide 14 miles of high performing bus transit service that will connect the Department of Defense Mark Center in Alexandria to Tysons in Fairfax County through Bailey’s Crossroads, Seven Corners and Falls Church. Request explanation: The Northern Virginia Afghan Asylee Support Center. The funding would be used for an emergency assistance project to address the immediate, urgent needs of Afghan evacuees in Northern Virginia. The Tahirih Justice Center’s proposed Project will serve 400 survivors and their families by delivering compassionate, culturally responsive, trauma-informed, and survivor-centered information and assistance; support 15 to 20 survivor-advocates in designing solutions to meet their community needs; and increase community capacity through training, outreach, pro bono mentorship, and technical assistance for 800 community members, professionals, and partner organizations.
