Rep. Don Beyer's FY25 Community Project Funding Requests

The House Appropriations Committee announced that they will be accepting Community Project Funding (CPF) requests from Members for Fiscal Year 2025. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees and there is no guarantee that all requested projects will be funded.

Submissions for Community Project Funding requests were due by Friday, May 10, 2024.

Please note:

  • Congressman Beyer could NOT accept CPF requests for projects outside of VA-08.
  • All projects must meet the relevant statutory and administrative criteria for funding through the grant program under which it is submitted.
  • A request submitted to Congressman Beyer does NOT guarantee the project will be selected.
  • The selection of a project does NOT guarantee it will be funded by the Appropriations Committee.


Eligible Entities & Projects

Only state and local government entities and public institutions, and non-profit entities are eligible to submit and receive CPF funding. However, please note that non-profits are not eligible for Community Project Funding in the Transportation, Housing and Urban Development, and Related Agencies’ Economic Development Initiative (EDI) account. Funding cannot be directed to for-profit entities and requests must fulfill State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY2025 only and cannot include multi-year funding requests.

The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.

Projects will only be considered for funding if they have a federal nexus. Examples of a federal nexus are provided by the committee guidance.

Projects Requested for FY25

NOTE: The projects are listed alphabetically by recipient.

Recipient: Arlington County
Amount of request: $550,000
Request explanation: Roadside and Trailside Comfort Station at Gravelly Point. The funding will be used for design of a comfort station at the popular Gravelly Point picnic area along the George Washington Memorial Parkway, to improve the site for travel and tourism to the region.

Recipient: Arlington County
Amount of request: $960,000
Request explanation: South George Mason Drive Multimodal Improvements. The funding will be used to implement a multi-use trail along the east side of South George Mason Drive between Arlington Boulevard in the north and Columbia Pike in the south. The project will also support the installation of a traffic signal at 6th Street South, South George Mason Drive, and the southern entrance to the National Foreign Affairs Training Center (NFATC). Other improvements include signal changes, sidewalk widening, and improved crossings to maximize safety.

Amount of request: $1,800,000
Request explanation: Douglas Park, Phase 2 Improvements. The funding will support upgrades to Douglas Park including addressing compliance issues with the Americans with Disabilities Act (ADA), improving stormwater management and mitigating flooding concerns. The scope of work includes replacements of the children’s playground, one additional pedestrian bridge, earthwork, site circulation and site furnishings, including benches, trash and recycling receptacles, picnic tables, signage, bicycle racks, landscaping and storm water management facilities.

Request explanation: Doctor’s Run Park Improvements. The funding will support upgrades to Doctor’s Run Park including addressing compliance issues with the Americans with Disabilities Act (ADA), improving stormwater management and mitigating flooding concerns. The scope of work includes replacements of the children’s playground, volleyball court, and picnic shelter in addition to drainage and stormwater management improvements.

Recipient: City of Alexandria
Amount of request: $1,565,000
Request explanation: Bellefonte Avenue Storm Drain Improvements. This funding will support the installation of new drainage infrastructure along East Howell Avenue and East Bellefonte Avenue. These infrastructure updates have been identified as part of the Flood Action Alexandria program, which seeks to implement short- and long-term flood mitigation measures to reduce economic losses, and protect people and property from the impacts of flooding.

Recipient: City of Alexandria
Amount of request: $1,500,000
Request explanation: Energy Self-Sufficient Emergency Shelter System. This funding would support a back-up energy system for the City of Alexandria’s emergency shelter. These backup capabilities will allow the site that serves as the emergency shelter to “island” from the broader electricity grid for up to 72 hours in extreme weather conditions.

Request explanation: Violence and Crime Prevention Technology within the City of Alexandria. This funding would support enhanced technology and data management for the Alexandria Police Department, including In-Car Cameras and an operating system to manage these resources.

Amount of request: $670,000
Request explanation: Radio System Interoperability Upgrade. The funding will be used to purchase newer model radios for use in the Police Department and Sheriff’s Office to maintain interoperability with neighboring jurisdictions and Federal partners. This would improve communication from the Alexandria Police Department’s Civil Defense Unit which frequently assists federal partners, especially the U.S. Capitol Police, for major events.

Amount of request: $1,500,000
Request explanation: The Square at 511 – Preservation. The funding will help extend the useful life of a building that is an important source of affordable housing for the neighborhood of Arlandria in the City of Alexandria. The scope of work includes the modernization of three elevators, a replacement of the building's windows, and an update to the building’s plumbing system.

Amount of request: $725,000
Request explanation: City of Falls Church Affordable Housing Acquisition Strike Fund. The funds will be used to establish a housing acquisition strike fund, which would be used to purchase quadruplex apartments in the Virginia Village subdivision of Falls Church and preserve them as affordable units. Virgina Village is one of the few remaining subdivisions with market rate affordable areas in the city.

Request explanation: Cavalier Trail Park Sewage Flow Equalization Basin. The funding will manage sewage and storm water during periods of high rainfall. The project would serve to attenuate the peak flows, by temporarily storing the excess water and slowly releasing it.

Amount of request: $3,000,000
Request explanation: Mount Vernon High School Workforce Development Construction. The funding will support the construction of workforce development and youth reengagement programming spaces. It will include the construction of a medical skills laboratory classroom, administered by the Northern Virginia Community College, for residents to obtain medical certifications in high-demand health care fields. There will also be classrooms and workshop space for residents to become certified in trades like HVAC and plumbing. In addition, a youth reengagement center will be constructed to offer a workforce training program, providing a continuum of services and supports to boost the economic mobility and social capital among at risk youth.

Request explanation: Mason Neck Trail Extension. The funding will be used for preliminary engineering, environmental (NEPA) survey, archaeological survey, and construction of a paved, shared-use path from the Potomac Heritage National Scenic Trail at High Point Road towards the Joseph V. Gartlan Great Marsh Trail (GMT) parking lot.

Amount of request: $2,500,000
Request explanation: Mount Vernon Woods Park Master Plan Implementation Program. The funding would be used to rehabilitate and improve existing public park facilities to include a full soccer field, playground, fitness area, multi-use court, pavilion, parking lot, paved pathways, and passive spaces for recreation or dining. A large portion of the park will be preserved as a managed natural resource area.

Recipient: Virginia Passenger Rail Authority
Amount of request: $2,000,000
Request explanation: Alexandria Fourth Track and Related Infrastructure Projects. The funding would be used to finalize design of and begin construction on 6 miles of a fourth railroad track and related infrastructure between Arlington, VA, and Alexandria, VA. The project will connect with the southern end of the Long Bridge Project and will construct one additional track within existing railroad right-of-way to accommodate more railroad capacity and increase the efficiency of train operations in the corridor.
