Rep. Don Beyer's FY27 Community Project Funding Requests

The House Appropriations Committee announced that they will be accepting Community Project Funding (CPF) requests from Members for Fiscal Year 2027. Each Member is limited to no more than 20 community project funding requests across all subcommittees and there is no guarantee that all requested projects will be funded. Please note:
The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc. Projects will only be considered for funding if they have a federal nexus. Examples of a federal nexus are provided by the committee guidance.

Recipient: City of Alexandria Amount of Request: $1.9 million Title of Request: Affordable Housing at Elbert Avenue Description of Request: This project will advance the Elbert Avenue redevelopment in Arlandria, an approved, construction-ready initiative that will expand Alexandria's supply of workforce housing through efficient land use and strategic public-private financing. This project will support the redevelopment of an aging 28-unit property into 91 high-quality apartments affordable to households earning 30–60% of Area Median Income. Signed Disclosure Letter: Here Recipient: City of Alexandria Amount of Request: $1.6 million Title of Request: City of Alexandria for Key Drive Channel & Quaker Lane Flood Mitigation Description of Request: To improve stormwater infrastructure along the Key Drive corridor. The proposed project will upgrade undersized culvert crossings and rehabilitate deteriorated channel sections to significantly increase stormwater conveyance capacity, reduce overtopping during extreme rain events, and prevent floodwaters from impacting nearby homes. Amount of Request: $1.55 million Title of Request: City of Alexandria Fireboat Replacement Description of Request: To replace the Alexandria Fire Department’s aging and damaged 50-foot fire boat with a smaller, right-sized vessel capable of meeting the current fire protection needs of the Woodrow Wilson Bridge. The boat supports fire and rescue operations along the Potomac River and its navigable tributaries within the National Capital Region and when needed to support the U.S. Coast Guard, other federal partners, and other jurisdictions. The existing boat was severely damaged during the January 2025 helicopter collision rescue mission that served as a primary operational platform for rescue divers. Signed Disclosure Letter: Here Recipient: City of Alexandria Amount of Request: $1.35 million Title of Request: King Street and Commonwealth Avenue Streetscape Improvement Project Description of Request: This project will provide streetscape improvements at King Street and Commonwealth Ave; It will expand clearances to deliver protected bike lanes, wider sidewalks, improved bus stops, and enhanced access for buses and emergency vehicles, creating safer, fully connected infrastructure for all users. This project ensures long-term rail reliability while unlocking critical safety and mobility improvements. Amount of Request: $1,446,095 Title of Request: Wellness Center at Wakefield High School Description of Request: To support to construction and renovation of a school-based health center at Wakefield High School to provide physical and behavioral health services, preventive care, and chronic health condition management to help remove barriers to medical access, improve student attendance, classroom participation and readiness to learn. These funds will be used to renovate existing space to meet clinical and operational requirements. Amount of Request: $4 million Title of Request: D.C. Water for Potomac Interceptor Redundancy Study - Great Falls Virginia Side Description of Request: To enact a study to support options for sewer line redundancy near the Great Falls intake area due to the risk of collapse of an adjacent aging sewer interceptor. The interceptor conveys large volumes of wastewater serving Virginia, Maryland, and the District of Columbia. Due to its proximity to critical drinking water infrastructure and the Potomac River, a rupture or collapse would pose an immediate risk of raw sewage discharge into a federally significant drinking water source. Signed Disclosure Letter: Here Recipient: Fairfax County Amount of Request: $600,000 Title of Request: George Washington Memorial Parkway - Traffic and Safety Context Sensitive Solutions, Belle Haven Road to Belle View Boulevard Description of Request: The funding would support safety improvements along the southern George Washington Memorial Parkway between Belle Haven Road and Belle View Boulevard. The project would include installing raised channel curbs with flexible delineator posts at each intersection to better separate traffic movements, guide vehicles into appropriate travel paths, and reduce conflicting turning and crossing movements. The project would also include upgraded mounted signage and supports; reflective thermoplastic pavement markings; enhanced traffic calming measures, including longitudinal rumble/mumble strips to reduce automobile speeds; and pedestrian hybrid beacons. Signed Disclosure Letter: Here Recipient: Fairfax County Amount of Request: $500,000 Title of Request: Energy Storage for Resilience in Fairfax County Description of Request: A feasibility study on providing battery energy storage at critical County government sites. The study will pay particular attention to facilities that provide crucial community services during power outages, such as emergency shelters, health centers, cooling centers, or the wastewater treatment facility (the Noman Cole Water Recycling Plant in Lorton, VA). Signed Disclosure Letter: Here Recipient: City of Falls Church Amount of Request: $1.1 million Title of Request: Affordable Housing Preservation: Virginia Village Subdivision Description of Request: This project targets the purchase of at least one building in the Virginia Village subdivision. These units are some of the last remaining market-rate affordable housing in the City. The project goal is to convert to long-term, committed, affordable housing. Signed Disclosure Letter: Here Recipient: City of Falls Church Amount of Request: $800,000 Title of Request: City of Falls Church Affordable Homeownership Program Expansion Description of Request: Funding for the Affordable Homeownership Program, which is a program in partnership with the National Housing Partnership Foundation (NHPF) to help low- to moderate-income households become homeowners by reducing the costs of homeownership. The goal of the program is to provide homeownership opportunities at sale prices below market rate to first-time homebuyers earning between 50% and 120% of Area Median Income (AMI). AHP is available to anyone who is a first-time buyer at those AMI levels. The Community Project Funding (CPF) funding would facilitate approximately four homeowners, depending on the sale purchase price and household AMI, which includes any carry costs and energy-efficiency upgrades. Amount of Request: $1.5 million Title of Request: A Quantum Leap for Northern Virginia Description of Request: To establish a quantum computing facility at George Mason University’s new FUSE research and education center at Mason Square, Arlington that serves as (1) a test and benchmarking facility for the region’s nascent quantum economy, (2) a workforce development facility to prepare 8th district residents for leadership in this new technological area, and (3) the backbone for the development of quantum hardware curricula to be distributed state-wide so that all Virginians benefit. Amount of Request: $150,000 Title of Request: Potomac River Water Quality Monitoring, Reporting, and Improvements Description of Request: After the Potomac Interceptor leak, this project would improve Potomac River water quality data in order to better inform the public about the safety of aquatic recreation and advise on ideal locations for water improvement efforts, specifically by expanding monitoring and sampling capacity in Fairfax County and along the Potomac River watershed. This project would deploy gages at strategic points along the Potomac, support increased and continuous sampling, as well as increase the installation of mussel beds at strategic locations informed by the improved data. Signed Disclosure Letter: Here Recipient: U.S. Army Corps of Engineers, Baltimore District Amount of Request: $3.9 million Title of Request: Metropolitan Washington, District of Columbia, Coastal Storm Risk Management Description of Request: Funding for Pre-Construction Engineering and Design of the Metropolitan Washington, District of Columbia, Coastal Storm Risk Management project. This project will consist of planning, engineering and designing, which will support plans to construct a floodwall at the Arlington Water Pollution Control Plant. This funding is for Pre-Construction Engineering and Design (PED), consistent with the project’s WRDA authorization. Signed Disclosure Letter: Here Recipient: Virginia Department of Emergency Management Amount of Request: $1.5 million Title of Request: Lake Barcroft Dam Embankment Armoring & Flood Mitigation Project Description of Request: Funding to support Fairfax County and the Lake Barcroft Watershed Improvement District for necessary improvements to bring Lake Barcroft Dam into compliance with current Virginia Dam Safety regulations and mitigate the potential for downstream flooding damage to critical infrastructure, private property, and loss of life during intense rainstorm events. Signed Disclosure Letter: Here Recipient: Virginia Tech Amount of Request: $3.5 million Title of Request: Active Source Attribution of PFAS (ASAP) to Keep Water Bills Low Description of Request: Supporting a study of per- and polyfluoroalkyl substances (PFAS) contamination in soils throughout the Washington Metropolitan Area (WMA) and provide knowledge to advance our understanding of PFAS contamination nationwide. This would help identify source control opportunities to support decision-making by utilities and policymakers to enable cost-benefit comparisons with utility treatment upgrades to protect public health while minimizing financial impacts. This effort will also coordinate and directs regional research efforts across industry, academia, and government to achieve the scale and speed required to solve the urgent problem of PFAS contamination in drinking water. Amount of Request: $2 million Title of Request: Advanced Technology Learning and Skills (ATLAS) Mobile Lab Description of Request: To bring microelectronics career exposure and public-facing STEM engagement to communities across Virginia’s 8th district by building out a mobile semiconductor hands-on lab for middle and high school students.
